CSC for BARMM Confers PRIME-HRM Level 2 Award to MSU-Maguindanao
Mindanao State University–Maguindanao Chancellor Bai Hejira M. Limbona, along with the Human Resource Management Office headed by Ms. Genuine Uko-Malim, formally received the PRIME-HRM Maturity Level 2 Award from the Civil Service Commission (CSC) for BARMM on May 2, 2025. The award was presented by Atty. Yasmin M.H. Abdulkarim, Acting Assistant Regional Director, following a rigorous evaluation conducted by the CSC Field Office for the Maguindanao Provinces.
Chancellor Limbona conveyed the university’s commitment to institutional development, stating that the university looks forward to deeper engagements with the CSC and emphasizes the need for continued dedication in serving its constituents. “Prime-HRM is one of the programs that MSU-Maguindanao has prioritized. The university’s goal is not only to achieve compliance but also to maintain and elevate its standards. It recognizes that continued progress will require even greater effort and dedication from all involved,” she said.
CSC for BARMM Regional Director Lida S. Ayon, represented by Atty. Yasmin M.H. Abdulkarim, Acting Assistant Regional Director, acknowledged the university’s commitment to organizational excellence, accountability, and people-centered governance. She acknowledged the leadership and efforts of the university’s HR team and encouraged them to strive toward even higher levels of HRM maturity. “This achievement is as much a reflection of your internal efforts and personal commitment as it is of our institutional mandate. Let this be both a celebration and a motivation,” she remarked.

The PRIME-HRM program is the CSC’s flagship initiative aimed at elevating human resource management in the public sector through clearly defined maturity levels.
