Scholarship MOAs from European Union and Magbassa Kita Foundation Inc.

December 19, 2025 | Mindanao State University–Maguindanao, led by Chancellor Bai Hejira Nefertiti M. Limbona, has formally entered into two Memoranda of Agreement (MOAs) with the Philippine Center for Islam and Democracy (PCID), headed by its President Dr. Amina T. Rasul-Bernardo, reinforcing their shared commitment to expanding access to quality education and promoting inclusive development in Mindanao.

The first MOA covers the implementation of the Santanina T. Rasul (STAR) Scholarship Program for Academic Year 2025–2026. The program aims to provide financial assistance to deserving and qualified students of MSU–Maguindanao and is made possible through a generous donation from Magbassa Kita Foundation Inc. (MKFI) amounting to ₱88,680.00. MSU–Maguindanao will oversee the proper administration and implementation of the scholarship to ensure transparency, accountability, and equitable access to educational support.

In line with the signed agreement, the STAR Scholars were officially announced during the Ceremonial Scholarship Grantees Meeting via Zoom on December 12, 2025. The scholars of the second cohort for this academic year are Elene Mae Allanic, Esnaira Salem, Dermayna Jamar, and Mar-Udzna Sawadi.

The STAR Scholarship Program honors the legacy of the late Santanina T. Rasul, a distinguished advocate for education, peace, and empowerment. Through this initiative, MSU–Maguindanao and PCID reaffirm their dedication to nurturing future leaders and advancing educational opportunities for the youth of Mindanao.

The second MOA formalizes the implementation of scholarship grants under the project “Institutionalizing the Women, Peace and Security Agenda in Mindanao through Higher Education,” funded by the European Union. This agreement supports students enrolled in the University’s Diploma in Women, Peace and Security (DWPS) program for Academic Years 2025 to 2027.

Under the EU-funded DWPS Scholarship Program, financial assistance covering tuition and miscellaneous fees will be provided to selected scholars, alongside structured fund management, monitoring, and regular reporting on program implementation and scholar performance. The partnership also aims to contribute to the mainstreaming and localization of the Women, Peace and Security (WPS) Agenda within higher education institutions in Mindanao, in line with the provisions of the MOA.

Joining the ceremonial signing were Atty. Salma Rasul and her team, along with MSU–Maguindanao representatives Grant Warren Lu, Bai Aljanna Macalandong, and Bai Shamim Limbona.
