MSU-Maguindanao and UP Open University Sign Memorandum of Understanding for Open and Distance Learning Collaboration

Mindanao State University – Maguindanao has taken a significant step toward transforming its educational delivery through the signing of a Memorandum of Understanding (MOU) with the University of the Philippines Open University. The partnership signals a shared commitment to advancing open and distance e-learning (ODeL), strengthening institutional capacities, and responding to the evolving demands of higher education in today’s digital and rapidly changing world.

The signing ceremony was attended by Bai Hejira Nefertiti M. Limbona and Joane V. Serrano, who both expressed strong support for the collaboration. Chancellor Serrano welcomed the partnership as a meaningful step in fulfilling UPOU’s mandate to assist higher education institutions in developing and enhancing distance learning systems. She emphasized UPOU’s commitment to expanding its reach, particularly in Muslim Mindanao, and expressed optimism about building stronger academic connections in the region.

In her message, Chancellor Limbona underscored the importance of this partnership for MSU–Maguindanao, especially as the University continues to innovate its teaching and learning approaches. She highlighted that several graduate programs have already adopted hybrid modalities, while the institution has begun offering fully online programs. This collaboration with UPOU, she noted, will further strengthen these efforts and help address persistent challenges identified in the Second Congressional Commission on Education report—many of which are experienced by the communities served by MSU–Maguindanao. These include issues related to access, quality, and adaptability of higher education in geographically and socio-politically complex contexts.

At the core of the MOU is a comprehensive framework for collaboration in open and distance e-learning. The partnership includes capacity-building initiatives such as training faculty members in distance education pedagogy, instructional design, and the effective use of digital learning platforms. It also opens opportunities for the co-development of micro-credential programs—short, flexible courses that respond to emerging learning needs and allow for lifelong and modular education pathways. These initiatives are expected to enhance the University’s ability to deliver accessible, inclusive, and high-quality education across diverse learner populations.

The agreement also supports the strengthening of institutional systems necessary for ODeL implementation, including curriculum development, quality assurance mechanisms, and digital infrastructure planning. Through this collaboration, MSU–Maguindanao aims to align its academic offerings with global standards in flexible learning while ensuring that these innovations remain grounded in the realities and needs of the Bangsamoro context.

The signing ceremony was witnessed by Ramjie Y. Odin, Vice Chancellor for Student Services and Development, and Grant Warren D. Lu, Special Assistant to the Chancellor and focal person for the partnership. Also present were Asst. Prof. Remsce A. Pasahol, Program Development Associate for Institutional Linkages of UPOU, and Eleanor P. Manipol, University Extension Specialist II from the Center for Open and Digital Teaching and Learning, whose roles are instrumental in advancing the technical and programmatic aspects of the collaboration.

Looking ahead, this partnership is expected to bring a range of transformative developments for MSU–Maguindanao. Faculty members will undergo specialized training in open and distance education, equipping them with the skills to design and deliver engaging online learning experiences. The University may also introduce new program offerings and expand its existing courses through flexible and modular formats, including micro-credentials that cater to professionals, community leaders, and non-traditional learners. Ultimately, the collaboration positions MSU–Maguindanao to become a more adaptive, inclusive, and future-ready institution—capable of reaching learners beyond physical classrooms while maintaining its commitment to peace, development, and social transformation.
