2025 Management Review cum MEPA Anchors Strategic Direction and Performance for 2026 at MSU–Maguindanao

Mindanao State University–Maguindanao led by Chancellor Bai Hejira Limbona conducted its Management Review cum Monitoring, Evaluation, and Plan Adjustment (MEPA) for the 3rd and 4th Quarters of Calendar Year 2025 on January 27, 2025. The integrated activity serves as a cornerstone of the University’s performance and quality management framework, ensuring that academic and administrative units remain aligned with strategic directions, comply with their Division Performance Commitment Reports (DPCRs), and conform with quality management requirements. Through this mechanism, the University systematically assessed the effectiveness of its systems, evaluated the adequacy of resources, and identified evidence-based improvement actions.

Chancellor Bai Hejira asserted that the Management Review cum MEPA report will serve as a critical basis for informed decision-making and institutional direction-setting. She emphasized that the findings and issues raised during the review will be anchored on the University’s forthcoming Strategic Planning activity scheduled this February, ensuring that identified gaps, priorities, and corrective actions are aligned with MSU–Maguindanao’s long-term goals and development thrusts.

Covering accomplishments and challenges from July to December 2025, the Management Review cum MEPA provided a comprehensive presentation of key outputs, milestones, and performance outcomes in relation to strategic targets. Academic and administrative units undertook a rigorous monitoring and evaluation of their DPCRs, identifying performance variances, operational bottlenecks, resource gaps, systemic constraints, and emerging risks that may affect institutional effectiveness and service delivery.

Guided by ISO 9001:2015 principles, the activity also focused on the formulation of precise, actionable, and time-bound corrective and enhancement measures aimed at improving performance outcomes and strengthening institutional responsiveness. By reinforcing accountability, transparency, and stakeholder satisfaction through systematic monitoring, evaluation, and reporting, MSU–Maguindanao continues to advance a culture of continuous improvement in support of its mission and long-term development goals.

The Management Review cum MEPA was organized by the Office of the Vice Chancellor for Planning and Development, headed by Dr. Arceli B. Naraga, in coordination with the Quality Management System Services Office led by Prof. Annie Baraguir. The activity was attended by Vice Chancellor for Research and Extension Dr. Raquel Santiago-Arenas, Vice Chancellor for Administration and Finance Madame Angelita Datucan, and Vice Chancellor for Academic Affairs Dr. Marissa Parcon, together with the Deans of various colleges, academic and semi-academic directors, and administrative staff of Mindanao State University–Maguindanao.
